Our team has played a pivotal role in the formulation and enactment of Panama’s groundbreaking Public-Private Partnerships Law (APPs / PPPs). We have successfully represented clients in high-profile public contract cases, including securing the first mobile/cellular telephone concession in Panama, contributing to the construction and expansion of Panama City Metro Lines, facilitating the growth of the Tocumen International Airport, overseeing mass transportation concessions in Panama and San Miguelito, managing road concessions, constructing bridges, hospitals, administrative buildings, and other critical infrastructure projects. Additionally, we have been involved in renewable energy installations (hydroelectric, wind, and solar energy), among other significant endeavors.

Notable Transactions:

  • Legal counsel to Panameño de Construcciones Hospitalarias, a consortium of three local construction companies. They were granted a contract of approximately USD$1 billion for the design, construction, financing and equipping of the Hospital in the Ciudad de la Salud.
  • Provided legal assistance to Astilleros Puerto de Balboa, S.A. (Astibal) during the public procurement process for the refurbishing and operation of the shipyards at the Port of Balboa. This project, located at the Pacific entrance of the Panama Canal, involved more than US$35MM.
  • Provided legal support during the development, construction and operations of Colón Logistic Park (CLP). This groundbreaking project aims to provide space inside a terminal for the reception, storage, manipulation and delivery of merchandise, offering an alternative to the traditional locations in the Colón Free Trade Zone and the Pacific Panama Special Economic Area.
  • We assisted a client inwinning bids for maintenance projects related to the elevators and escalators on Line 1 of the Panama City Metro.
  • We provided legal guidance for rail system projects on Line 1 of the Panama City Metro, totaling USD$26MM, which was awarded to our client.
  • Legal assistance to a client for the establishment of a joint-venture for the construction and operation of the largest data center in Panama.
  • Ongoing counsel to a client in the execution of a Bidding Contract for the engineering design services, construction of civil public works, auxiliary installations for the Line and Station, and interfaces with the Integral Rail Systems for the extension of Line 1 of the Panama City Metro to Villa Zaíta.
  • Counsel to a client in the pre-qualification process for the construction and operation of the fourth energy transmission line in Panama public bidding(2018).
  • Provide guidance on negotiating a supplementary agreement for the execution of a compliance bond between the formerly known National Institute of Culture (INAC), now Ministry of Culture, and the bond agent. This pertains to the Ciudad de las Artes project, covering studies, design, material supply, labor, equipment, administration, and construction
  • Advise a client on the bidding for the supply of over 60 prefabricated bridges to the Ministry of Public Works of Panama.
  • Provided legal advice regarding the assignment of credit and a contract related to the"WIDENING TO SIX (6) LANES – CORRIDOR FROM THE BEACHES (STAGE 1: CHORRERA - SANTA CRUZ), PANAMA WEST PROVINCE) project“.
  • Offer guidance on the the assignment and execution of the contract for the “STUDIES, DESIGN, CONSTRUCTION, EQUIPPING AND FINANCING OF THE MANUEL AMADOR GUERRERO HOSPITAL.” project.
  • Counsel to a State Entity in preparing Charges Sheets of two bidding processes by the Ground Transportation and Traffic Authority of Panama (Autoridad de Tránsito y Transporte Terrestre - ATTT). These processes involved services related tothe issuing of drivers’ licenses and vehicle weight and dimensions property cards.
  • Represented a multinational telecommunications company during the awarding of the first mobile telephone concession contract.
  • Provided legal advice to a client that was awarded a contract for the Mass Passenger Transportation System in the Panama City and San Miguelito districts. Also, advised on the sale of shares of our client to Metro de Panamá, S.A
  • Counsel to Transporte Masivo de Panamá, S.A., provided assistanceduring the meeting for homologation accreditation, as well as the different stages of the bidding process for the purchase of additional buses.
  • Assited Empresa de Generación Termoeléctrica during the local bidding for the purchase of 350MW (PPA) of energy.
