Luis Horacio Moreno IV is a Partner in our Energy, Telecommunications & Public Contracting Department, where he advises in public procurement, energy, telecoms, public transportation administration and regulatory work. He specialises in clients with government contracts and those with licences or concessions for regulated activities.
He gained his Law and Political Sciences degree from the Universidad Católica Santa Maria la Antigua, then achieved his Master of Laws from Duke University. He was awarded Specialisation in Tax Law at the Universidad Especializada del Contador Público Autorizado (UNESCPA) and then gained a Master of Laws in Tax Law from UNESCPA and a Master of Business Administration for law firms from the Instituto Superior de Derecho y Economía (ISDE). Luis also acquired Certification on Public Procurement from the Universidad Latina de Panamá and Certification on Public-Private Partnerships Program (Implementing solutions in Latin America and the Caribbean) from the Inter-American Development Bank (IDB edX).
Luis is a member of the Panama Bar Association. He is the Secretary of the Board of Directors of the American Chamber of Commerce (AMCHAM), and the Secretary of the Law Commission of the Association of Business Executives of Panama (APEDE).
