Eduardo is part of the Department of Energy, Telecommunications and Public Procurement.
His professional practice focuses on Administrative Law, public procurement, concessions, and infrastructure projects. He regularly participates in advising domestic and international companies from their incorporation or registration, including the various stages of contractor selection procedures, prequalification processes, bidding, approval, award, contract execution, and administrative dispute resolution.
It also provides support in matters related to Public-Private Partnerships (PPPs), infrastructure concessions, administrative contracts, project financing, bonds, and regulatory compliance. Its experience includes the strategic analysis of tender documents, the structuring of consortia, the preparation of appeals, permits, and registrations, as well as legal advice on highly complex projects developed under the Panamanian regulatory framework.
Eduardo has participated in the legal advising of construction companies, concessionaires, infrastructure developers, and other private sector actors in public procurement processes and regulated projects in the Republic of Panama, as well as in private projects.
His experience covers pre-contractual and contractual stages, including the preparation of proposals for prequalification and bidding processes, analysis of participation requirements, accreditation of experience and financial capacity, review of contractual risks, drafting of inquiries and requests for clarification hearings, preparation of claims, challenges, reconsiderations, appeals, and monitoring of procedures before contracting entities and regulatory authorities.
He has also collaborated on matters related to administrative concessions, road infrastructure projects, energy, telecommunications, and Public-Private Partnerships (PPPs), as well as in the analysis of complex contracts, project financing, and guarantees and bonds issued to support obligations toward the State.
