Luis H. has over 15 years of experience in Administrative Law, telecommunications, public transportation, public procurement, and energy, with a particular focus in Panama. His extensive background includes working with energy generation, transmission, and distribution companies in various capacities.
Additionally, he has been involved in the construction and development of both public and private infrastructure, collaborating with insurance companies, state entities, telecommunications companies, railway operators and public transportation providers, among others.

Luis H. has extensive experience providing legal advice across various sectors in Panama. His expertise spans multiple areas. He has advised clients in numerous tenders related to roads, bridges, hospitals, cultural centers, schools, sports facilities, railways, railway systems, public transportation, goods and services in the Republic of Panama, projects falling under both concession for public works, as well as other infrastructure construction contracts. He has also served as legal advisor to the State, assisting with statements of objections and regulations related to public infrastructure, as well as in negotiations of Supplementary Bond Execution Agreements.
His advice covers pre-contractual and contractual stages, including proposal preparation in prequalification and bidding processes for public contracts, risk analysis, formalities for awarding public contracts, financing of public projects (including transfer of negotiable documents and cash flows for public projects), contractual execution, transfer of rights and obligations, resolution of related disputes, termination and liquidation of public contracts.
Luis H. has advised promoters and operators of electricity generation projects (hydro, wind, solar and thermal). His expertise extends to obtaining administrative and environmental permits, financing of energy projects, and handling mergers and acquisitions. He also navigates the intricacies of executing concession contracts and operating under the corresponding licenses. Furthermore, he has also advised on the bidding and execution of electrical transmission lines, interconnection agreements, land leasing agreements for projects, among others.
Luis H. provides counsel to public transportation service concessionaires, including both collective and selective services. He also advises Data Centers and telecommunications companies.
In the private sector, Luis H. specializes in Construction Law. He assists developers, construction companies and project managers with contractual, financing and dispute resolution matters. Additionally, he advisee insurance companies int he issuance of bonds that guarantee obligations with the State.
